Sichuan has launched a pilot program for party building work for online car-hailing driver groups, and the first batch of four places have launched the pilot program

A few days ago, the Department of Transportation and other four departments jointly issued the "Sichuan Province Deepens the Party Building Work of Online Car-hailing Driver Groups and Promotes the Pilot Work Plan for Solving Difficult Problems" (hereinafter referred to as the "Pilot Plan"), making it clear that in Chengdu, Luzhou, Yibin, and Dazhou, relying on online car-hailing platform enterprises, we will build a group of online car-hailing driver homes, carry out online car-hailing driver group party building work, and promote the solution of key and difficult problems.

According to the statistics of the Department of Transportation, there are currently 170 online car-hailing platform companies in the province, 420,000 more than one online car-hailing driver and 195,000 more than one online car-hailing. Overall, the province’s online car-hailing industry market is becoming saturated, and rights and interests demands are more diverse. In September last year, Sichuan issued the "Work Plan on Strengthening Party Building for New Formats and New Employment Groups" and the "Implementation Plan on Strengthening Party Building for Online Car-hailing Driver Groups", becoming the first province in the country to carry out party building work for online car-hailing drivers in the whole region.

According to the "Pilot Plan", the tasks of the pilot are divided into three parts: party organization construction, improving service capabilities, and promoting the healthy and standardized development of platform enterprises. It is required to improve the party organization system of platform enterprises, flexibly set up mobile party member party branches, give full play to the vanguard and exemplary role of party members, set up volunteer service teams with party members as the backbone, and serve as community grid members. Multi-channel guidance for online ride-hailing drivers to participate in grassroots governance, and change the governance object to governance force.

The "Pilot Plan" also proposes to establish a system for party members to contact ordinary online car-hailing drivers, and build a direct appeal mechanism for "online car-hailing drivers – mobile party members – mobile party branch (enterprise party organization) – industry party committee". Explore the way to sign contracts to clarify the rights and obligations between online car-hailing drivers and platforms and leasing companies, and at the same time strengthen market monitoring and establish an early warning mechanism for employment risks.

The relevant person in charge of the Department of Transportation said that the "Pilot Plan" is closely related to the platform’s ability to master information flow and has the characteristics of coercive means, grasping the key of platform dispatch rules, exploring the use of legislation, assessment and other means to guide the platform to formulate open, transparent and positively incentivized dispatch rules, and promoting the organic integration of dispatch rules with online ride-hailing drivers’ party building points, service quality, safety management, credit management, etc. The goal is to build an industry party building and industry governance model that is effective, intensive and efficient, safe and high-quality, and mutually promoted.(Reporter, Wang Peizhe)
